FO 18

In the canton of Geneva, around 85% of young people secure a first school qualification. A minority of them drop out of school, some of whom are minors. The purpose of the FO 18 legislation measure (Schooling Mandate up to 18) is not only to ensure compulsory schooling for all young minors from the canton of Geneva, but also to fight against early school leaving.

Various points are being analysed, in particular (a) collaborative practices, (b) their evolution, (c) the obstacles and enabling factors for the implementation of the measure, and (d) the development of recommendations for the improvement of the collaborative framework. The aim therefore is to provide an outside perspective in order to continuously improve the collaborative framework in an iterative way, based on the practices, difficulties, and successes of the actors involved.

The role of a challenger is expected from the Haute École Pédagogique (HEP) Vaud / lasalé to emphatically address the actors and actresses’ requests and expressions in terms of analysis, realization and identification of needs and adjustments. The expected back-stop function (of support and challenger) is aimed at promoting collective work focusing on the needs of young people, at allowing the emergence of solutions to problems and adjustments of the collaborative framework, by relying on the expertise of actors and stakeholders.
